Cell reselection in GSM

Can you help me fix this problem?
In GSM, why does many Neighbour cells have higher C1 C2 or C32 than the Server cell, but MS does not cell reselect to them?

First be sure From Cell Reselection offset and other idle mode parameters of these cells are set to the Correct Value.

C2=C1+CRO-TO*H(PT-T) When PT is not equal to 31:

C2=C1-CRO When PT is equal to 31.

Check BA1 list of the cell if all/nbr cell frequencies are added or not.. these freq shud be added.....

You should give us the logfile, it is easy answer your trouble.
