Huawei 3G Call Setup Failures during Call Setup

Hi:

Someone can help to clarify this kind of call setup failures.
UE receive RRC Connection Setup but fail to send RRC Connection Setup Complete. RF values RSCP and EcIo are quite fair. The only thing is the high BLER but i do not why is so high.This is a short voice call of 1 min and Huawei equipment.
Any clue of what could be the failure? Is that a UE or Network fault?

it could be few things to check:
Radio Resources Not available.
Time Out
AAL2 failure
Iub RL Setup Failure

btw what tools you are using to get that snapshot?

hello dear,I think there's a problem with the UE it self.anyway could you post a higher resolution snapshot for the RRC signalling.
