Default bts file format for gsm

in bts file format for gsm, as per description, BSIC should be in decimal format(0 to 63). we normally assign bsic from 00 to 77 so how do we change this to nemo format?
sample bts file for gsm would be appreciated

    thanks

BSIC is NCC-BCC and NCC range:0 to 7, BCC range: 0 to 7, but as per nemo description, BSIC should be in decimal form ranging from 0 to 63. so my question is if a cell has a BSIC 77 what should i enter in the bts file?
