Call setup failure due to Location Update or Cell reselection.

When I analyze the logfile from TEMS driving-test, I realize that many calls are not set up successfully. The phenomenom is that the MTC (Mobile Terminated Call) does not receive the Paging Message, because before that time it start Location Update or Cell reselection (2G <-> 3G). Can you please help me fix this problem?

Check the LU area and optimize also modify the GSM to UTRAN or vice versa threholds...

it is normal condition which is during location update process, the mobile can not be reached by terminating call. You should check location update parameters (hysteresis, CRO, etc). The improper parameters setting, makes mobile do unnecessary location update. The overshooting coverage from one or many cells will be "pingpong" location update. if you detect many cells having overshooting coverage, you could start by antenna tilting
