    Default HO fail problem

    Dears,
    i have some 2G HO problem that is Best cell HO fail case is high. It was happen between 900 and 1800 cells, this cells direction is same and location is same.
    1800 cells Layer is 2 and 900 cells layer is 3. For using purpose of only traffic we set -85dBm by RX ACCESS MIN LEVEL.
    Before i changed timers and interlayer Ho threshold and interlayer HO hysteresis. But it will not affect HO success rate. How to optimize this problem? Please help us this issue. Parameters are follows

    try changing min ul lev on candidate cell to 10...

    this is not affected HO success rate.

    may ucan breakdown the HO
    in out from DCS and GSM
    so u can more focus,
    what the most problem,the level,quality,or another
