HSUPA user 21 Got small upload rate

Dear all,
may u can give suggestion
what should i check,
my network has license 20 for hsupa,
after hit user 20,the 21 user got upload rate just 20kbps
why the 21 user not going to R99,but still try to connect using HSUPA

need your advice

The 21st user use R99 because HSUPA CAC
Try to increse the hsupamaxusernumber.
