where is the Qoffset for the same frequency and the other frequency in message?

i checked the log of HuaWei，found the Qoffset for the same frequency in SIB11.

for NSN,i can't find the Qoffset value of the same frequency in system message,where is it?

Check SIB3 message for idle mode cell reselection parameters and SIB4 for connected mode cell reselection parameters if activated.

To save space in SIB11 (which is limited) the system will only broadcast Qoffset if there is an actual offset defined. Do you expect to see an offset for the neighbour cells above? i.e. has it been applied in the databuild?
