NodeB's problem: always have one cell blocked

Hi expert:

I have one nodeB with problem: always have one wcel is blocked, when i try to replace SM, RF, this problem still occur.
After that, i deleted WBTS and WCEL, IPNB Object and recreate them, one wcel (blocked random) was blocked.

It's have no alarm relate HW, transmission...

Please help me to solve this problem.

please check UARFCN. i remember RF can only define 2 UARFCN.
