in genral SQI depend on radio conditions,i.e improving radio conditions will result in good SQI value

    try the following:
-remove interfernce(c/i),try to retune Freq plane to optimum
-improve Rx level, try to change tilt, bore, pwr to get best level
-speech codec used,The general speech quality level and the highest
attainable quality vary widely between codecs. Moreover, each speech codechas its own strengths and weaknesses with regard to input properties and
    channel conditions

If the traffic is lesser push more traffic to FR, This also improves SQI.
Rest improving the RF enviornment (Interference reduction, Quality improvement) would result in SQI improvement.

Habibi, push maximum traffic to AMR FR / AMR HR if operator has purchased the license.
As far as I remember maximum SQI that can be achieved without AMR is 17.
Therefore pushing traffic to AMR is cruicial.Yes Improving overall radio condition comes at very first place.
