What about enabling SDCCH handovers, has anyone tried these on high SDCCH drop rate cells??
SDCCH HOs doesnt work tried them once severly degraded HSR since I think MRs are not accurate enough to make decision.....

In addition see the below snap as well which shows that first couple of MRs on SDCCH are mostly faulty; therefore in order to activate SDCCH HO there is a give of call setup time as it degrades for the SDCCH HO to work properly......
