AMR Coding rate distribution

Dear Expert,
We have a problem on our MOS compared to our competitors. so we start our investigation we found that the AMR FR Coding rate distribution isn't normal (see bellow)
as you can see the 7.4 Kbps is lower that the 5.9 Kps, this remarks is seen on the whole network ...
What dou you think about this distribution?
How to make the 7.4 is more used than the 5.9 ?

hi friend ,you must know the problem;
when you CI=high value ,use 7.4 MOS value is better then use 5.9
but when you CI=low , use 7.4 MOS value is lower then use 5.9
