Of course it related to paging, if the Ms getting the paging on PS, so it establish the EDGE connection

I believe other KPI's should also be effected with CCCH congestion. Accessibility of Voice Calls is the important KPI to be checked out. It is strange that EDGE accessibility is the only effected KPI with CCCH congestion. CCCH means, PCH or AGCH are facing congestion. Max no. of Common channels are 9 that are distributed in PCH and AGCH. You have to find out which channel is congested, solution can be increase the channels or split LAC.
