Importance of Studying the MAC Layer ?

So, I need some opinions from guys with protocol experience. My question is, in addition to studying the Layer 3 Signaling should the Layer 2 MAC protocol be also studied?

Hi! Layer 2 and 1 are very important because functioning of CQI, HARQ, Modulation format, HS-DSCH
Capacity Allocation and etc. can't be found in RRC (except e.g. on-off) but affect directly on Users Throughput.

Hi, I do cdma. Would it be possible to explain in more generic terms please? I'd like to understand. For layer 1 I understand the importance. So far I have only studied Layer 1 and 3 but never 2.
