WCDMA inter frequency handover

Dear Experts,

I wanna to implement second carrier on our WCDMA network. Yesterday i tried activate second carrier on one site and then i test second carrier but i can not see neighbour cell that different frequency. I tried force handover from F1 to F2. If UE served F1 shown and UE shifted F2 i see only neighbours that only F2 frequency. i already added inter frequency neighbour cells. Is it normal?

You won't be able to see F2 while you are in F1 and vice versa unless you are in compressed mode, because simply as long as there is no need to HHO between F1 & F2 there is no need to search for it.
