Help with an English acronym

Hi,

I was reading a doc about microwaves, and when it's telling microwaves advantages over other solutions, it said "no ROW issues".
What does that ROW stand for?

it could mean "Right Of Way", if you were going to lay a fibre optic cable alternative, you are going to need "right of way" along the trench for laying the cable i.e. legal access to properties. paddocks, roadways etc .. , microwave links do not have this issue, although you do need buildings/towers, comms rooms and right of access/way to those facilities.

it could mean something else also ...
