Can't reselection form 2g to 3g with almost Mobile on NSN

Currently on our network almost Mobile can't reslection form 2g (Nokia) to 3g (Nokia). We tested in the same RF and place condition but some MS (Nokia N9, Tems C702) can be normally reselection from 2g to 3g while other MS can't reselect. I tried many time with many cases still not successfully. About parameter configed:
+ Qsearch I: 7
+ Qsearch P: 7
+ FDDQmin: -14db
+ FDDQoffset: -32db
Neighbor and EcNo, RSCP of 3g cell is so good.

What kind of test did you performed.
Did you forced the UE to reselect whit a script?

You should change FDDQmin to -12dB and FDDoffset = 0
Can you upload the tems logfile?

I changed FDOFFset and FDDQmin parameter but not successful. This problem that some MS(C702, Nokia N9) can reselection, and other Mobile(Nokia E71,72, HTC,....) can't.
I attach log file with TEMS C702, it's ok.

Hi,

FDDQO should be -32 db, cos path loss difference between 2g and 3G is ~-25 dB, dont change to 0, it will never reselect.

Check the Q search Idle/QSEARCHI/QSI, it should set to always search the 3G.

First of all, the 2G to 3G neighbour should be defined with correct definition

Well, it could have few reasons. Different Ue can have different Ec/No and RSCP due Ue's HW. Other thing is when you have FDDRSCPMIN in System Information. Some Ue doesn't support FDDRSCPMIN and ignore it so this Ue will reselect in 3G in some conditions while other are waiting for good RSCP. You should better compare System Information Type 2quater from different Ue. Please take a look in attachment. In Nokia system don't have FDDRSCPMin so license, currently using only FDDQmin for cell reselection. I tested reselection 2g-3g on site, so RF condition is best.
