improving tbf est success rate

hi members,
kindly help me with ideas on how to improve improving tbf est success rate in some cells in my cluster which has poor tbf est success rate.we are using huawei bsc-6900.

What's your GBSS release? if it 's 8.0 or 9.0 Huawei have some problems with hopping, so you can disable the FLEX MAIO in order to improve your TBF sucess rate
For us we are waiting for a new patch in order to resolve this problem

What are the values of MAXPDCHRATE, UPDYNCHNTRANLEV, DWNDYNCHNTRANLEV, PDCHUPLEV & PDCHDWNLEV?

We have the same problem in our network;
Huawei suggest to deactivate the Flex HSN in order to resolve the problem (they promise for a new patch soon)
