if it possible to configure TRX's in same the GRFU with different power value for example if i have 2TRX in GRFU can i configure it like this (TRX:0=50W and TRX:1=30W) i need to know this , because we have congestion in one cell when we made upgrade the congestion disappear but the traffic is reduced we suspect that the users are is far away from the cell and when we increase the trx the trx power is reduced

Yes, it's possible to have different power values but it's not recommended as in this case:
You could have BCCH TRX transmit with more power than TCH TRX which will increase your call drops

I am not sure if the GRFU has 2 power amplifiers inside. They are called "Antenna Pass Number" if you make a list from MML.
If it has you can load balance the TRXes on both amplifiers and use more power. The MRFUd has 2 amplifiers for example.
