Call setup rejection problem due to "MESSAGE NOT COMPATIBLE WITH THE PROTOCOL STATE"

Hi experts,
Last days we face a problem when trying to setup a call for both 2G and 3G (vendor Huawei).
As it is clear in figures below, the Reject cause value is (101) MESSAGE NOT COMPATIBLE WITH THE PROTOCOL STATE.
Any explanation please !!

Moreoever, it is better if you could attach DT Trace Log and IMSI trace log in order to pinpoint the issue.

It should go to CORE team, and traces can exactly point out, if it is due to any particular UE or IMSI.
