Initial Tunning on LTE

I would like to discuss which are the most important parameters for Initial Tunning on LTE network.
In my opinion here is the list of the main task
1. Alarms and site outages
2. Antenna errors
3. Swapped feeders
4. Uplink Interferences
5. Availability of service
6. Mobility
7. Throughput and modulation scheme
8. Latency

although the standards do not require neighbour planning,
for some vendors it may be necessary to do neighbour planning (at least in the sort term)
