Country Border Cells Dropping on SDCCH

hello experts,
can anyone please help me with country border cells dropping on SDCCH. there was a parameter that was changed on the MSC and it affected all country border cells. the NSS guys have really no idea of such a change.
please can anyone help. its really affecting all cells on country border.
