The pure creation of a TAB is simple: File -> New Table and then create your tab. But there are several types of tabs so you'll have to be more specific on what you want and help is coming.

Hi mate, if your creating a network in mapinfo (tabfile). You must have atleast a database such as (longitude,latitude,sitename) then go to Table>create points then fill up the blanks with reference tp your data then save copy as Filename.tab.. hope it helps
