    Huawei PreSales Manager can help you . He has all formulas in ExcelSheet. Just needs to fill up Subs quantity and all required will be in place.

    Dear, You can easly calculate feature quantity by easy formula:
    Traffic_Busy_Hour=N_subscribers*Subscriber_traffic_profile*Subscriber_activity_ratio

    Subscriber_traffic_profile should be defined by marketing of your company.

    It also have relation with Tariffs, do you will have ulimeted or very cheap tariff?

    I you want same money, I suggest to start network using only basic functions.
    You can buy later - HSDPA - 21M, HSUPA phase II, SBR over HSUPA .

    But, believe me, Huawei product guys will not sale for you redundant licenses.
    After network starting operators always have not enougt license.
    Also you can try to ask temp license, temp licence it is huge capacity license, later launch network, check
    what is real loading network have, later buy license according to real loading + future plan.
