3G E******* System a problem

Hi All,

We've faced below problem in our 3G network..

Instead of passing to its neighbor cell X23451, X12354 3G cell passed to its nonneighbor X54321 3G cell .. X23451 and X54321 are same SC, but only
X23451 has a neighbor relation with X12354..

Did you see this type problem in your 3G E******* Network.. What can be the reason ? and how can we solve ?
