Difficult Make incoming HO

any one can help me how to make easy incoming ho from other cells,
for example : B,C and other cell difficult make HO to A cell
i has already set parameter :
INTELEVHOHYST to A cell = 64
PBGTMARGIN to A cell = 64

B, C and other cell parameter :
ULEDGETHRES=25
DLEDGETHRES=30

but still difficult make HO

Did you check the priority layer ?
And first of all you need to make sure theneighbour is exist

yes same layer & priority.
neighbor exist no problem

need more info.. pls provide which type of ho of is difficult.. edge or pbgt or layer?.. and is it the target cell and source cell in same band? and target cell utilization( is the trx fully occupied?...whether both cell belong to same bsc?.. if you send me the logfile i can analyse for you..

these parameters for idle.. nothing to do with handover. dont confuse yourself..

If it's between cells having different layers than you can change the parameters controlling the level at which the HO take place " Ex. Inter-layer HO threshold"
