This is dynamic distribution of UL CE licenses between cells in one BTS.

yes you can.. from the ran 10 on wards this feature enabled..

This license open an optional feature in Huawei's NodeB for uplink. It is quite similar like HSUPA DCCC but everything is perform in the NodeB, so it's faster and without needs of reconfigurations. For higher HSUPA rates it is recommendable to be used.

i have a low utilization on node b level. but still have a ULCE congestion. how can i configure this dynamic ce ?
