3GPP standard does support handover from 2G to 3G, but it is the vendors like Huawei who do not currently support it.

Usually, when the call is initiated in 2G, it will terminate in 2G as well. The HO sequence is more oriented toward hand-down from 3G to 2G rather the other way.

No such thing. huawei does support it. This feature was available even in the older releases. Most of the vendors nowadays currently support it.

HO from 2G to 3G is meaningful for only data services. For voice it is not useful and is generally not used.

yes, it is possible to HO from 2G to 3G. and Huawei supports this feature, however it is not recommended as it may cause ping pong IRAT HO which could cause an increase in the CDR. also to enable this feature some parameters have to be modified from the core side.
we tried enabling the 2G to 3G HO in our network and it caused a big increase in the CDR and without any significant increase in the voice traffic on the 3G layer.
