Generally UMTS 900MHz is used to cover suburban or rural areas (as less sites needed to cover a given area than 2100MHz). UMTS 2100 MHz is mainly deployed in dense urban and urban areas. But this does not prevent you to deploy UMTS 900 in dense urban and urban areas and take benefit of the better indoor penetration: you will then have to manage the 2 layers in these areas and use 2100MHz to offload the 900 MHz layer (as you do in GSM with 900MHz and 1800MHz layers).
