CIO OFFSET Question

Hi Gents;

Kindly I would like to have your idea regarding the CIO offest in Huawei, as I understand there are two offsets:
1- CIO :individual offset defined per cell.
2- CIO offset : defined per Neighbor.

Then the CIO defined in the event trigger conditions is the summation of both above values. so in case of 1D event for cell A & B

The CIO(A)= CIOa+CIOoffset (A --> B) & CIO(B)=CIOb+CIO(B-A).

Please I need your opinion regarding this understanding if right or wrong.
