By your statement 3G IRAT decrease meaning less ISHO attempts or IRAT SR degraded?

Please check you MSC settings for IRAT handover reversals.
We could tune ping-pong between BSS and UTRAN, and monitoring MSC counters helped us to tune IRAT hysteresis
properly. BSS criteria to move to UTRAN is different from UTRAN to BSS, and it is easy to force a lot of repetitive
handovers: maybe it is possible to block them as well?

Your 2G to 3G handover is based on what?
Load? Service? Can you post the parameters you changed/enabled?
