Can somebody help me please to know how BA list define in the cell parameter and what is the parameter name in ********.

The is no entity BA List in ********, while it is possible to add frequencies for measurements via the following command:
add_neighbor <M C C> <M N C> <LAC> <CI> test <#>

This command adding test frequencies into BA list. You should take into account the existing BA list frequencies and number of defined neighbors.
