Hierarchical cell layers in WCDMA in same Carrier

Hi Gurus.

I have a question for you guys

I need to know If E******* have HCS (hierarchical cell structure) in the same carrier.

I need to distribute cells using FO within hot spots to absorb traffic, just like a microcell do, but using a normal 3518 of a macrocell. The issue is that in order for this to work I need to have HCS..

Can someone guide me if this type of solution can work??
