Inter-RAT HO (Huawei)

Is there any parameter in 3G Huawei (RAN11) to push Inter-RAT HO from 3G to DCS1800?

Use NPRIOFLAG to give higher priority to DCS1800 cells and low to GSM900. In addition, 2D/2F Event thresholds can be changed to aggressive values to push calls from 3G to 2G.

As I know NPRIOFLAG (0-31) can be applied for each neighbors which is not possible to define same value for both ADJ.
I need to make DCS1800 more prioritize than GSM900. I mean all DCS1800 cell, not just specific cell.

For instance in 2G, I have created two layers Micro Layer (DCS1800) and Macro Layer (GSM900).

I do not have live network to do Trial to define same priority to different neighbors. Can someone in forum try to do it and share the results? I have provided same priority to Blind HO neighbors and that worked fine. I hope, below mentioned case could be defined successfully.
