CSSR and CDR improve after changing P173 bit 4

Hi all,

I've met some confuse about P173 bit 4 MSS parameter. After I enabled this parameter call setup success rate (CSSR) and call drop rate (CDR) improve quit high. I'm sure about CSSR improvement because of meaning of this parameter. But I didnt know why CDR improve also.
