How to create Clutter map from raster Image

Hi all
-We can download and create digital map as DTM,DTH,Vector,Raster Image ,StreetMap for Planning Tool from google earth or other.But I have a question how to create Clutter Map from Raster Image with 16 or 20 code :

I know is possible using global mapper and LandSat 7 public servers but I don't know if you can reach 16/20 levels.
Other choice is to use Map server by A TD I but only for manipulation of maps
