Assignmet failure in NSN

Hi All,
we observe strange problem and users complains in our NSN network... There are problems with some phone devices, when they tried to make call setups.
Sometimes the Immediate assignment is failure and the devices can not make a call. These problems does not occurs always, for example 15 fails from 30 attempts for call establishment. We notice that the problems occurs just in P-GSM band, in E-GSM we not observe this type of problems.
Is there anybody idea for this problem? May be there are some parameter settings or something else? Thank in advance...

If it is an SDCCH Radio Access Problem:
if Coverage Prob = Go to Drop Call
if Unbalanced Prob = Go to Drop Call
if Interfered Cell = Go to Drop Call
if Spurious RACH due to Wrong Channel Request <a.>Check Close BCCH / BSIC Coupling <b.> BCC Planification Problem = Go to SDCCH Congestion
if Spurious RACH due to Adjacent HO = Check Adjacent Cell (Frquency / BCC) = Go to SDCCH Congestion

I dont think that this is the problem because we faced these type of problem in large BSC area, not just in some cell...
