Please check the neighbor list of the existing neighbor sites,, maybe the new site is not defined as neighbor that is why there is no hand over,

    Hi

1)Is the same HO not happening to a particular sector or for all inter cells.
-if above is true then check wether inter HO is disabled for site.

2)Else Compare the problamatic defnition with other relations.

    Hi mate
    TKs for reply
HO can be done between sectors, but cannot HO to neighbour
In KPI calculation, HOSR is ok. But when doing Driving Test, we cannot handover to another cells

Check also the adjacent neighbour cell frequency,, example for wimax tech...if they have the same frequency it will not handover

I face similar issue before. We found out the mismatch of Clock. One of New Site does not have standard clock so there were issues of incoming/outgoing handovers. If you can check, clock freq. of site by OSS or by using Freq. Meter than you can conclude something. Other way is that you can put clock of site in Free Running mode. Add thanks & reputation if you find it useful.
