Layer 3 Messages on iphone

Hi,

Has anybody seen any app or software that will allow us to see Layer 3 messages on the iphone? There are some jailbroken apps out there which display instantaneous values for the best server but theyre not much use. I have scoured Cydia and the App Store and found nothing.
