personally i just select the cells which call drop rate exceed the threshold (2% for example) and from this list i select my top N worst cells which have bigger call drop number and it really helps to optimize our network ...
but it isn't the ideal one there are some complicated algoritms (e*******) but i don't remember them, if i find the document i'll share it

I rank worst cell list by exclude the cell from the network and see the how much for KPI improve in total. The excluded with the high KPI should be consider to worst cell.

You must give attention to high traffic sites/cell... that's were the revenue come from.
