Condition:
Incremented by one when the establishment of a PS Interactive RAB, excluding PS Interactive for HS, RAB fails due to node configuration error, node limitation or transport network layer service unavailability.
Counter Type: PEG
Scanner: Secondary (initial state = Active)
Context: SRNC
Counter is reset after measurement period: Yes
