i'm afraid with your Modem (you said this is user uses HSPA+ modem), what's exact number on your HSPA+ modem? next question is how many bandwidth do you have just only for HS or sharing resource then finally is did you activated all feature on Node B? but i'm sure because of your modem limitation or SAPC limitation if you implemented throtling E2E QoS

some PCRF to control bandwidth per user, yes your modem can support 21Mbps i already checked, so next question is how many carrier you use it?

On this cell - one only. But do not forget, that we had 18 Mbps on this cell, but i do not remember (and i do not have data) what was with bandwidth.
I can gues, that limitation was 21M. So, what was changed? Something on SGSN, transport, NodeB settings, where to find it?

you can uses ping test to your RNC with a big packet then see max throughput for this, finally after you see it how much rates in LMT so you can define which part will be getting smaller bandwidth

What's your SGSN and GGSN's QoS setting and license setting? Do they allow you to exceed the 14.4Mbps?
Okey, i got some suspect : i have been do this same way, finally after card re-provisoning so the limitation of bandwidth is clear, this problem happend in my network using Iphone4. Please reconfirm with Core Engineer with this card capablelity, another thing is double check with your APN used. Hope this is will clearing your problem

Mate, check the HLR assigned dl bandwidth for that IMSI. If you already checked the RAN part check that.
