Our message decoder tool (3GPP Message Analyser - 2G, GSM, 3G, UMTS, 4G, LTE message decoding and encoding) supports following 3GPP protocol messages for release 4,5,6,7,8,9,10.

UMTS RRC (TS25.331)
NAS (TS24.008 ect.)
GERAN RRC (TS44.018)
GERAN MAC/RLC (TS44.060)
MISC(LLC PUD, LAPDm, RRLP)

On our tool, you can decode a message for release 4 or 5 as free.
But you have to register for 14 days free trial for message edit function and release 6 or later releases.
