In general, you can optimize from Driving test data, OMC data, KPIs report data, and from Customer report data.
But there's not any common process flow for Optimization.
Which KPIs do you want to optimize: CSSR, CDR, HOSR, Throughput, IRAT HO...?
Or you want some basic document about Optimization 2G/3G?
Please make your question more clearly?
