64QAM and 16 QAM not working[3206 RBS type]

Dear all,
please help me
i found case that some node-B with license 64QAM and 16 qAM activated
but drive test 1km from site with CQI 20,RSCP -80 still got qpsk
check again at 100m from tower,with better CQI and better RSCP still got qpsk

check all sector had same problem
no QAM serving ,even with Ec/No 5,and below the tower.

any sugestion how to solve it

I hope you are testing with a suitable UE category supporting 64QAM and 16QAM!!!

yes i had used handset support QAM modulation
