Nokia 2G SDCCH Drop problem

I have some cells in my area with high SDCCH drop, I performed many actions to deacrese SD drop but without success, one action which has good result is to decrease Dmax parameter but this action will impact the cell coverage.
So expert advise

assuming you've already check HW problems and Quality of those TRX.
Open cell reports and check t3101 timer expiry, if its failure % close to your sdcch drop percentage then you might have ghost racch problem. Retune your MBCCH or downtilt the site could solve this
