R99 PSUL low throughput issue at new integrated site

Hi,

I got an issue on the R99 PSUL throughput for a brand new integrated site. the average speed of R99UL maximum only at 130kbps and stable around 120kbps to 130kbps. Where i got no issue on R99PSDL which can easily achieve up to 380kbps, HSDPA can reach up to 5.0Mbps and HSUPA able to touch up to 1.7Mbps. Anyone has any idea what the possible cause on this please? could it be related to TMA faulty?

P/s: it is Huawei network
