    Default Outgoing HO failure

    Hi
    For one of the cell in my network there is excessive HO failure to one particular cell which is really causing very low HOSR. I checked the reasons and found that the failed HO is mainly due to following counters:
    1. H312Dc:Number of Failed Outgoing Internal Inter-Cell Handovers (Reconnection to Old Channels) (Abnormal Release, Timer Expired)
    2. H312Dd:Number of Failed Outgoing Internal Inter-Cell Handovers (Reconnection to Old Channels) (Abnormal Release, No Activity on the Radio Path)

    Anyone know the causes and solution to this?

    Also anyone know the basis for HO based on better cell?
    Using Huawei BSC6900 btw
