    in Cell reselection criteria below equation is used

    Rn = Qmeans,n - Qoffset n

    why there is Qoffset in the equation

    Each neighbor has it's own Qoffset(s,n) . so you can set different offsets for different neighbors . you can't do that by using Qhyst(s) in R(s) because it is only related to the serving cell .

    Huawei recommends to set Qoffset to 0 . you can also use HCS to prioritize some neighbors .
