We do it a lot, to unload busy GSM cells. Not with Huawey.
To prevent ping pong: observe MSC/VLR stats and try to keep it below 10%.
First, it must work: quite some parameter game, including CS_core.
Then, focus on parameters. 2g to 3g and 3g to 2g criteria are not same, so it is not
easy to tune. Beside documentation, do some trials with TEMS and traces.
3g KPIs will be a bit worse: calls moving from GSM to UMTS are more likely to drop.
There is a reason why they were started on 2g... Or they were moved to GSM from 3g.
So we demand very good 3g signal (both RSCP and EcNo) in order to start handover.
On the end, you can expect some 3 to 4 % increase of CS traffic on UTRAN, depending
on your coverage, of course.
