Huge RRC and PS_R99 DROP

Hello,
i'm working with ALU equipement (UA7)

how you can explain what happened in my Network :

Good CSSR (AMR, PS R99, HSDPA, HSUPA)=99% (RNC)
Good DCR(AMR, HSDPA, HSUPA)=0.4% (RNC)
but Bad DCR for PS_R99= 3%? (RNC)

I have also a bad DCR_RRC = 20% (RNC)

So how to solve the DCR_PS_R99 (i activate the feature Call re-establishment but no improvement), and also the problem for with RRC drop?

Any help PLZ?
